The CCFD data science and legal teams are proud to present a new whitepaper exploring the role of citzen-submitted redistricting plans in the 2021 Pennsylvania redistricting.

As public awareness of redistricting increases, competing citizen plans can serve as a model for future redistricting cycles.  Public participation in redistricting can be a critical component of democracy, particularly when viewed as a reflection of citizen preferences.  In addition, making citizen-submitted plans a regular expectation in the redistricting process provides further guidance to redistricting bodies.

The data and analytical tools supporting the whitepaper are available on Github. We hope that these repositories can serve as a valuable resource for other researchers interested in exploring the value of citizen input in redistricting.
