Lessons from Historical Redistricting Practices
The CCFD methodology relies on an analysis of the Pennsylvania Congressional maps from the last century, specifically the Congressional maps enacted in 1951, 1962, 1972, and 1982.
These maps share many key features:
- compactness
- adherence to county and municipal boundaries
- necessary county splits involve municipalities in layers at their boundaries
Note that layering of municipalities helps to keep districts compact.
