Like Pennsylvania, North Carolina is a swing state in which partisan gerrymandering has given one party disproportionate representation in the state legislature and Congress. And, also like Pennsylvania, an elected state Supreme Court approved fair maps in 2022. However, a judicial election in November 2022 changed the partisan makeup of the court, and in what experts are calling an unusual decision, on April 28 the court reversed its own ruling from just over a year earlier, paving the way for a legislature to enact a new partisan gerrymander.
